I brought in a NURBS circle, rotated it 90 degrees and lined it up to the window and scaled it to the approximate shape of the window. then in orthographic side view I used the CV curve tool to roughly draw a cross section of the window. I then rotated it so it was lying flat and the open end of the shape faced into the building. with both the circle and the shape selected I went to surfaces and extruded to create the shape of the window frame I then moved vertices to patch the holes in the wall of the building. I then selected the circle and under surfaces hit planar, making a plane for the window pane.
To make the slats on the window I made a cube and adjusted it until it was long and skinny and aligned it with the lines on the window pane. I made duplicates of that cube and adjusted them as needed to make the rest of the slats.
